The filmmakers used what was already available to them
Scenario
After being revived by a sinister entity, Art the Clown returns to the timid town of Miles County, where he targets a young girl and her younger brother on Halloween night. The scenes filmed in the haunted house “Terrifier” were shot in a real haunted house called the Fright Factory in Philadelphia, Pennsylvania. Art’s favorite acid is fluoroantimonic acid, which he keeps in a clear glass bottle. It’s a super acid that can even dissolve glass.
Art the Clown:
There is a mid-credits scene in a psychiatric hospital with Chris Jericho as security guard Alan Burke and Leah Voysey as a nurse. The German DVD and Blu-ray releases by Tiberius Film are cut by about three minutes to achieve a “Not Under 18” age rating (this was necessary because the guidelines for video releases are stricter than for theatrical releases). Basically every violent scene was cut to tone down the violence. The 4K Ultra-HD Blu-ray Mediabook releases from Nameless Media are completely uncut and received a light SPIO/JK rating.

It’s awkward and unrealistic
A bloody mess and a decent story. If you like slasher horror, this is for you. The script needs work, and a lot of it. The adult authority figures are irrational and overreact, while the children don’t bat an eyelid.
Shortcomings aside, this film is entertaining and I’m looking forward to Terrifier 3
The dialogue from the supporting characters is also awkward and didn’t seem to get much attention after the first draft. Art is heartless and insidious, showing more personality this time around and becoming a horror icon in the process as the silliest killer who clearly enjoys what he does. The gory effects are great and hopefully after the success of Terrifier 2, the third installment will have a bigger budget for top-notch actors and writers.
